Lenoir County Reschedules Parks and Recreation Hearing — Will River Users and Trail Families Actually Show Up?

When Lenoir County quietly moved its July 13 public hearing to July 20, it wasn't administrative fine print—it was the calendar shift that could determine whether the boat launch you use stays funded, whether the trail you walk gets expanded or falls into disrepair, and whether anyone who actually fishes the Neuse or camps at county facilities will be in the room when commissioners make those calls.
The Lenoir County Parks and Recreation Department announced on June 30, 2026, that a regular Board of Commissioners meeting originally scheduled for July 13, 2026, has been rescheduled to Monday, July 20, 2026, at 4:00 p.m. The official notice does not specify the reason for the change. The rescheduled meeting will take place in the Commissioners' Chambers on the 2nd Floor of the Lenoir County Administration Building at 101 North Queen Street, Kinston, NC 28501.
The July 20 meeting is a regular Board of Commissioners Monthly Meeting, not a dedicated parks and recreation public hearing, but these monthly sessions are where county recreation decisions get approved and public input is heard. The agenda is not yet publicly posted as of early July 2026—meaning residents don't yet know whether the meeting will address trail expansions, river access improvements, or budget cuts that could close facilities they depend on. The Kinston/Lenoir County Parks and Recreation Department manages 17 parks and facilities across the area, including waterway access points along the Neuse River. Among them is Neuseway Nature Park, a 55-acre facility along the Neuse in Kinston featuring walking trails, a planetarium, museum, playground, campground, and fishing areas.
Parks and Recreation Director Scott Alston, promoted after 20 years of service with the City of Kinston and holding a degree in Recreation Administration from UNC Chapel Hill, has stated his goal to "continue the standards set by our previous administrations and to expand and build great programming for Kinston and all of Lenoir County." Whether that expansion happens depends partly on whether residents make themselves heard.
Lenoir County approved a $105.1 million budget for fiscal year 2026-2027 in June 2026, which included school capital needs and transit support, though specific Parks and Recreation infrastructure line items were not detailed in public summaries. A public hearing on the proposed budget was held on Monday, June 15, 2026, during the Board of Commissioners' regular 4:00 p.m. meeting. The Lenoir County Parks and Recreation Commission also held a meeting on July 8, 2026, prior to the rescheduled Board of Commissioners meeting, representing one layer of planning that feeds into commissioners' decisions.
By contrast, Kinston City Council approved a $116.3 million FY 2026-27 budget that includes specific line items for parks and recreation facilities, such as $42,000 to replace light poles at Barnett Park and $17,000 for Mock Gym improvements—showing the granular infrastructure decisions that get made in municipal budgets.
The meeting is designated as an open public meeting, and all citizens are invited to attend. But "invited" doesn't mean easy. The Lenoir County Board of Commissioners holds regular meetings on the third Monday of each month at 4:00 p.m., a weekday afternoon time slot that falls during work hours for many of the anglers, shift workers, and families who actually use the parks. North Carolina state law requires boards of county commissioners to provide at least one public comment period per month at a regular meeting. Residents must be present to sign up or indicate their intent to speak. Meetings are televised on HD Channel 144 and made available online with a 24-hour delay for those who cannot attend in person.
Residents planning to attend and speak at the July 20 meeting must be present at 4:00 p.m. to sign up for public comment. The question facing the community is whether the people who use those 17 parks, river access points, and trails will call to learn what's being discussed, show up on July 20, or reach out to commissioners—or whether planning will proceed based only on voices already in the room.
